Mike Barragan

VICE CHAIRMAN

Assistant Superintendent for Finance, Glendale Elementary

Mike Barragan is the Assistant Superintendent for the Glendale Elementary School District, a position he has held since 2013. His career in school finance began in the late 1990s with charter schools and progressed through roles as a budget analyst at the Arizona Department of Education and finance director for the Tolleson Union High School District.

Mike is a recognized leader in school business, having served on the executive board of the Arizona Association of School Business Officials (AASBO), including as president in 2013. He was named AASBO Member of the Year in 2017 and received the prestigious Bill Lovett Award in 2023. From 2022 to 2024, he served on the board of ASBO International.

Deeply engaged in state-level advocacy, Mike serves on the executive committee of the Education Finance Reform Group (EFRG) and co-chairs the Business Council of the Greater Phoenix Educational Management Council (GPEMC). He played a pivotal role in the landmark case Glendale Elementary School District, et al. v. State of Arizona, offering both deposition and trial testimony in the capital funding lawsuit.

Mr. Barragan holds a bachelor’s degree in business administration and management. Mike is married to Jill Barragan, a fellow school business official and governing board member. Together, they have two children, Mikey and Reagan.
