Jill Barragan

Since April 2021, Jill Barragan has served as the Assistant Superintendent of Business Operations for the Paradise Valley Unified School District, where she oversees Finance & Budget, Purchasing, Facilities & Construction, Nutrition & Wellness, and Transportation.

Prior to joining PVSchools, Jill held a similar leadership role for over 11 years in the Avondale Elementary School District. She also worked in the School Finance Division at the Arizona Department of Education and began her career as an accountant with The Salvation Army.

Jill has been an active leader within the Arizona Association of School Business Officials (AASBO), where she served on the Executive Board from 2014 to 2020, holding positions as Treasurer, Vice President, President-Elect, President, and Immediate Past President.

In addition to her professional service, Jill represents her community on the Laveen Elementary School District Governing Board. She was appointed in 2013 by the Maricopa County Education Service Agency and subsequently elected in 2014, 2018, and 2022. She currently serves as Board President.

Ms. Barragan was honored with the 2024 Distinguished Eagle Award by the Association of School Business Officials International (ASBO) in recognition of her leadership and service to the profession. Most recently, she received the 2025 William Lovett Memorial Award, the highest individual honor bestowed by AASBO, recognizing her outstanding contributions and lasting impact on the organization and the field of school business.
